Summary
This study proposes the technical–ethical–governance (TEG) framework, an integrated circuit-breaker architecture for managing risks in high-risk AI systems. It combines technical, ethical, and governance risk signals and maps them to seven intervention levels, from monitoring and output restriction to human review and forced shutdown. The framework is illustrated through three scenarios but is not empirically validated.
