Summary

New York's legislature passed the Responsible AI Safety and Education (RAISE) Act on June 12, which would make New York the first state to regulate frontier AI systems if Governor Kathy Hochul signs it. The Act requires frontier developers to publish a safety plan, withhold models posing an unreasonable risk of critical harm, report safety incidents within seventy-two hours, and face penalties of up to $10 million for a first violation and $30 million for later ones. It applies to developers that have spent at least $100 million in compute and trained at least one frontier model.
