Summary

TensorFlow's tf.raw_ops.SparseConcat lets an attacker trigger a denial of service through a CHECK failure. The implementation takes the values in shapes[0] as output dimensions, and the legacy TensorShape constructor aborts when InitDims returns a non-OK status, which happens on overflow.

Mitigation

The fix will be included in TensorFlow 2.5.0. The commit will also be cherry-picked to TensorFlow 2.4.2, 2.3.3, 2.2.3 and 2.1.4, which are also affected and still in supported range.
