GHSA-8mx5-7m5m-r77g: filelock: WindowsFileLock ignores mode: a 0o600 lock file and the ReadWriteLock database inherit the directory ACL

Summary
On Windows, filelock's WindowsFileLock ignores the mode argument, so a FileLock created with mode=0o600 receives no security descriptor of its own and inherits the access list of its directory, as does the ReadWriteLock SQLite database. Where the directory's inheritable ACL grants other local accounts access to new files, those accounts can open the lock file or database, take the byte-range lock, and read holder metadata. Affected versions are filelock 3.10.0 through 4.2.0 on Windows.
