Summary

The reference implementation of the `GatherNd` TFLite operator in TensorFlow has a division by zero error. An attacker can craft a model whose `params` input is an empty tensor, making `params_shape.Dims(.)` zero in at least one dimension.

Mitigation

The fix will be included in TensorFlow 2.5.0. The commit will also be cherry-picked to TensorFlow 2.4.2, TensorFlow 2.3.3, TensorFlow 2.2.3 and TensorFlow 2.1.4.
