Summary
Kubeflow Pipelines versions before 2.18.0 have a resource exhaustion flaw in the API server's handling of uploaded pipeline archives. A small ZIP or gzip-compressed tar file can expand to consume disproportionately large memory and exhaust API-server resources. Multipart pipeline and pipeline-version uploads decompress before namespace authorization, so a reachable caller does not need a successful pipeline-create authorization decision.
Mitigation
Fixed in 2.18.0.
